There are still places where the cops will roust you if they see you taking pictures at an airport. There is no express law against it, since you are in public and it is a public (non-military) facility, as long as you are not inside the fence. I used to take pictures regularly just outside the fence at Dyess AFB in Abilene, and whenever the local sheriff rolled by we would just wave and smile.
